I thought ST:IV was pretty good, I can't believe you think this is worst than ST:V!

Perhaps Bruce is not so much commenting on the quality of the movie as the lacking of actual Star-Trekking in a movie that lacks the Enterprise and mostly takes place in San Francisco ca. 1984.
Good point, I'd kind of blocked out ST:V. I don't think I've ever seen it a second time. However, I did think IV was pretty silly.
