As noted above, this is built by Bill Vollbrecht, not a set from LEGO. If you follow the link for him that I gave, he does have his e-mail address on his site, so you may be able to learn more from him. He doesn't have instructions, though, as described in his FAQ.

My 7 year old grandson lives titanic.....how did you build this? Does Lego make a kit for this? Please let me know if you can.
Can you please tell us how to get this ? We also want the Titanic baddddddly.
