Yes, it is indeed possible. The Executor's sister ship, the Lusankya, which was constructed at the same time and who's cost was added in with the Executor's, was hidden on Coruscant. It was built as a backup to the Executor and was also the Emporer's "life raft" if Coruscant was ever seiged.
