The outer ring is indeed made of 1x2 plates and tiles. If big enough it can bend like that. I used 3 layers of pieces. 100 1x2 white plates, 100 1x2 dark bley plates and a 100 1x2 white tiles.

Neat station, but it would be better if there were some bits extending downwards as well as up.
